This is called a “Lishi” tool 
Developed in China by Mr. Li 
Precision machining makes this tool possible 
Each tool costs about $50 and only work in one manufacturer’s locks. This one is for Mazda locks. 
The tool picks the lock, then reads the tumblers 
Unfortunately, it takes hours of practice to get reliable results. Here, I’m practicing on a Mazda lock. 
Got the lock picked, but . . .
